Ground Support Equipment Emissions Reduction Policy

In April 2015, the Board of Airport Commissioners (BOAC) adopted the Ground Support Equipment (GSE) Emissions Reduction Policy aimed at reducing emissions from airfield equipment used to support aircraft operations, primarily, off-road equipment such as tractors, tugs, tows, catering trucks, belt loaders, and fuel trucks. The Policy requires each GSE Operator to ensure that the average composite emissions factor of its LAX GSE Fleet is equal to or less than 2.65 g/hp-h of HC plus NOx (2021 LAX GSE Emissions Goal) by December 31, 2021. It also requires GSE Operators to monitor and support ongoing progress towards meeting the 2021 LAX GSE Emissions Goal by providing to LAWA: (a) an annual accounting of the composite NOx + HC emissions factors from its LAX GSE Fleet; and, (b) an interim composite emission factor target for its LAX GSE fleet of 3.0 g/bhp-hr of HC + NOx by March 1, 2019.

United Airlines Launches First-Ever Jet Biofuels Iniative at LAX

In 2016, United Airlines and Los Angeles International Airport (LAX) became the first airline and airport in the United States to use biofuels as part of their commitment and efforts to reduce pollution by using lower-carbon jet biofuel on a commercial scale.

The launch marks a milestone in the commercial aviation industry by moving beyond demonstration flights and test programs to the use of advanced biofuels for United’s ongoing operations. LAX will be the first airport in the U.S. – and the second globally, after Oslo Airport Gardermoen in Norway – with commercial flights using biofuels.

United has agreed to purchase up to 15 million gallons of the sustainable biofuel over a three-year period from Paramount-based AltAir Fuels, a refiner of environmentally sustainable feedstocks to produce jet and diesel fuels. AltAir’s biofuels meet the same stringent international fuel certification as conventional jet fuel and the Federal Aviation Administration has approved its use. It is considered a “drop in” fuel, so no infrastructure or aircraft engine modifications are needed.

Independent Third Party Monitor

The independent Third Party Monitor documents and reports all diesel equipment used for construction for any on-site projects at LAX. This independent monitoring and reporting started with construction related to the LAX Master Plan Program, but has been expanded to include all projects. The independent monitor verifies that all diesel equipment is outfitted with the best available emissions control device primarily to reduce diesel emissions of Particulate Matter (PM), including fine PM, and secondarily, to reduce emissions of Nitrogen Oxides (NOX). The independent monitor tracks each piece of diesel equipment used for construction, documents procedures to be used, and requirements on contractors’ compliance to outfit equipment with the best available emissions control devices available.
